நமது பாரம்பரியச் செல்வங்களான இயற்கை வளங்களை பாதுகாக்க வேண்டியது சட்ட ரீதியாக அரசின் கடமையாகிறது. இந்த வளங்கள் அனைத்தும் பொதுச் சொத்து. எனவே, அவை மக்களின் பயன்பாட்டுக்கு உரியவையே ஒழிய இவற்றை தனியார் உரிமையாக மாற்றக் கூடாது. இந்த அம்சம் உலகின் பல நாடுகளில் பின்பற்றப்படும் நடைமுறை.

அடுத்ததாக சென்னை மாநகர மக்களின் (மேல்தட்டு, தொழிற்சாலைகள், மத்தியதர வர்க்கம் என்று வாசிக்கவும்) பகாசுர தண்ணீர் தேவையை கருத்தில் கொண்டு சுற்றுவட்டார மாவட்டங்களில் உள்ள வயல்களின் ஆழ்குழாய் கிணறுகளில் இருந்து தண்ணீர் உறிஞ்சப்படுகிறது. இதை சட்டப்படியாக்கினால் கோக கோலா ஆலையைப் போலவே தனியார் நிறுவனங்களும், லஞ்சமாக அரசியல்வாதிகளும் சம்பாதிக்கலாம் என்ற என்ற திட்டம் தீட்டப்பட்டு வருகிறது. இதற்கு பன்னாட்டு நிறுவனங்களின் மொத்த ஏஜென்டான உலக வங்கி திட்டம் தீட்டி மாநில அரசுக்கு அனுப்பியிருப்பதாகக் கேள்வி.

இவை இரண்டும் தண்ணீரை கூறு போட்டு விற்பதற்கு நடந்த, நடக்கப் போகிற உதாரணங்கள்.

இத்துடன் ஒரு கேலிக்கூத்தையும் மாநில அரசு தற்போது அரங்கேற்றி வருகிறது. கடல் நீரை குடிநீராக்குகிறேன், ஆயிரம் கோடி ரூபாய் கொடுங்கள் என்று மத்திய அரசிடம் முதல் தவணை வாங்கி இருக்கிறது. இந்த நிறுவனத்தையும் தண்ணீர் சுத்திகரிப்பு நிறுவனமாக அல்லாமல், தண்ணீர் விற்பனை நிறுவனமாக பிற்காலத்தில் மாற்றிவிட திட்டம் தீட்டப்பட்டுள்ளது. ஆனால் மக்கள் வரிப்பணம் ஆயிரம் கோடி ரூபாயில் இந்த நாடகம் அரங்கேறுவதுதான் அவலம். நாட்டிலுள்ள நீர்நிலைகளில் உள்ள குடிப்பதற்கு உகந்த தண்ணீர்தான் கடலில் சென்று கலக்கிறது. இதை சேகரித்து பயன்படுத்துவதை விட்டுவிட்டு, அதை மாசுபடுத்தி கடலுக்குள் கலக்கவிட்டு, பின்னர் அதையே சுத்திகரித்து நமக்குத் தருகிறார்களாம். இந்த நிறுவனத்தால் நமக்கு எந்தப் பயனும் இல்லை. கட்டாயம் காண்ட்ராக்ட் எடுத்தவர்களுக்கும் அரசியல்வாதிக்கும் கொள்ளை லாபம் கிடைக்கும் என்பதில் எந்தச் சந்தேகமும் வேண்டாம்.

பொதுச் சொத்தான தண்ணீரை எப்படி அரசும் தனியாரும் கூட்டாக நம்மிடம் “விற்கிறார்கள்” என்பதற்கு இவை எல்லாம் தெளிவான உதாரணங்கள்.

தண்ணீர்விநியோகம்

இது மட்டுமில்லை. மாபெரும் தண்ணீரை மக்களுக்கு விநியோகிப்பதற்கு தீட்டப்படும் திட்டங்கள் எல்லாமே அதிகாரம்மிக்கவர்கள், வசதிமிக்கவர்களுக்காகத்தான் உருவாக்கப்படுகின்றன. ஆனால் ஏழைகள் தாகத்தில் தவித்துக் கொண்டுதான் இருக்கிறார்கள். இந்தத் திட்டங்கள் எல்லாமே வரிப்பணத்தில் மேற்கொள்ளப்பட்டு தொழிற்சாலைகள், கட்டுமான நிறுவனங்கள், பெரும் விவசாயிகளுக்கு பலனளிக்கின்றன..

இவ்வளவு காலம் வளங்குன்றும் வகையிலான பல்வேறு மறைமுகத் திட்டங்கள் அல்லது உள்ளூர் அரசுகளை ஊக்குவித்ததன் மூலம் தண்ணீர் பற்றாக்குறையையும், தண்ணீர் மாசுபாட்டையும் உலக வங்கி வெற்றிகரமாக உருவாக்கி இருக்கிறது. இன்றைக்கு தண்ணீர் பற்றாக்குறையை பன்னாட்டு தண்ணீர் நிறுவனங்களுக்கான சந்தை வாய்ப்பாக மாற்றும் வேலையில் உலக வங்கி ஈடுபட்டு வருகிறது. உலக தண்ணீர் சந்தையின் மதிப்பு ரூ. 40,000,00 கோடி என்று உலக வங்கி மதிப்பிட்டிருக்கிறது.

இதெல்லாம் எவ்வளவு தூரம் உண்மை என்று யோசிப்பவர்கள், கொஞ்சம் உட்கார்ந்து சிந்தித்தால் எல்லாம் புரிந்துவிடும். பத்தாண்டுகளுக்கு முன் பாட்டில் அல்லது கேன் குடிநீர் வாங்கிக் குடிப்பதைப் பற்றி யாராவது யோசித்திருப்போமா? போவோர் வருவோருக்கெல்லாம் தாகத்தைத் தீர்த்த, தண்ணீர் பந்தல் வைத்த பாரம்பரியத்தைச் சேர்ந்த நாம், இன்று காசு கொடுத்து தண்ணீர் வாங்கிக் குடிக்கிறோம். அந்த வகையிலேயே அரசு அடிப்படை உரிமைகளை மறுத்திருக்கிறது. குடிதண்ணீருக்காக ஒவ்வொருவரும் வரி செலுத்தும்போதும்கூட, குடிதண்ணீரை காசு கொடுத்தே வாங்கிக் கொண்டிருக்கிறோம் என்பதை நினைத்துப் பார்க்க வேண்டும்.

அடுத்த ஆண்டு வாக்கில் உலகில் 250 கோடி பேர் பாதுகாப்பான குடிநீர் இன்றித் தவிப்பார்கள் என்று கணிக்கப்பட்டுள்ளது. இதில் 30 சதவீதம் பேர் இந்தியா உள்ளிட்ட நாடுகளைச் சேர்ந்தவர்களாக இருப்பார்கள். இந்த நிலையில் அரசு விநியோகிக்கும் தண்ணீரின் அளவு குறைந்துவிடும். அப்பொழுது உருவாகும் பற்றாக்குறையை பயன்படுத்தி லாபம் சேர்க்க தனியார் நிறுவனங்கள் திட்டமிட்டு வருகின்றன.

இப்படியாக தண்ணீர் மீதான உரிமையை தனியார் மயமாக்கி, அதை ஒரு விற்பனைப் பொருள் ஆக்குவது வாழ்வதற்கான உரிமையை பறிக்கும் அச்சுறுத்தல்களில் ஒன்று. ஏனென்றால் தண்ணீர் சுழற்சி என்பது வளங்குன்றாத வகையில் இருக்க வேண்டும் என்ற கடப்பாடுகளை மீறி, சந்தைத் தேவைக்கேற்ப சுரண்டப்படுவதால் தண்ணீருக்கான நெருக்கடி அதிகரிக்கவே செய்யும். பண்டை காலங்களில் இருந்தது போல தண்ணீரை பயன்படுத்துவதற்கும், சமஉரிமைப் படி பகிர்ந்து கொள்வதற்குமான உரிமை உள்ளூர் சமூகத்திடமே இருக்க வேண்டும்.

தமிழகத்தில் தண்ணீர் விநியோகத்தை தனியார்மயமாக்குவதன் தொடக்கமாக திருப்பூர் மாநகராட்சியில் தண்ணீர் விநியோகம் தனியார் நிறுவனத்திடம் ஒப்படைக்கப்பட்டிருக்கிறது. சென்னையில் குப்பை அப்புறப்படுத்தும் பணியை தனியார் நிறுவனத்திடம் ஒப்படைக்கப்பட்டுள்ளது போல, இந்த நடைமுறை உருவாக்கப்பட்டுள்ளது. இதற்காக 2002 ஆம் ஆண்டு நியூ திருப்பூர் டெவலப்மென்ட் கார்பரேஷன் லிமிடெட் நிறுவனத்துக்கு ரூ. 1273 கோடி ரூபாய் ஒப்பந்தம் 30 ஆண்டுகளுக்கு வழங்கப்பட்டுள்ளது. இந்த ஒப்பந்தத்தை மகிந்த்ரா-மகிந்த்ரா, யுனைடெட் இன்டர்நேஷனல், வெஸ்ட் வாட்டர், பெக்டெல் ஆகிய நிறுவனங்கள் பெற்றுள்ளன. இந்த நிறுவனங்களில் மகிந்த்ராவைத் தவிர மற்ற மூன்றும் பன்னாட்டு நிறுவனங்கள். காட் விதிமுறைப்படி, இந்த நிறுவனத்தின் செயல்பாட்டில் திருப்தியில்லாவிட்டாலும்கூட, ஒப்பந்தத்தை மாநகராட்சி திரும்பப் பெற முடியாது.

திருப்பூர் குடிநீர் விநியோகம் தனியார் மயமாகி உள்ளது முதல் கட்டம். ஓனிக்ஸ்-நீல் மெட்டல் பனால்கா போன்ற குப்பையள்ளும் வியாபாரத்தைப் போலவே, இந்த குடிநீர் விநியோக வியாபாரமும் மற்ற மாவட்டங்களுக்கும் தொற்றுவியாதி போல் விரைவில் பரவக்கூடும்.

தொழிற்சாலைகள்சுரண்டல்

இதுதவிர காலங்காலமாக மக்கள், விவசாயத்தைவிட தனியார் தொழிற்சாலைகளே தண்ணீரை சுரண்டிக் கொழுத்து வருகின்றன. தண்ணீர் பொதுச் சொத்து என்ற பெயரில், பெரும்பாலான நிறுவனங்கள் மிகக் குறைந்த கட்டணத்தில் தண்ணீரை பெற்று வருகின்றன. (ஆனால் பொதுமக்கள் கொட்டிக் கொடுத்துக் கொண்டு இருக்கிறோம்)

நீர்வள ஆதார அமைச்சகத்தின் கணக்கீட்டின்படி, தொழிற்சாலைகள் பயன்படுத்தும் தண்ணீரின் அளவு இருபது ஆண்டுகளாக மாறவேயில்லை. ஆனால் மத்திய நீர்வள ஆதார அமைச்சகம் வசதியாக ஒரு விஷயத்தை மறைத்திருக்கிறது. தொழிற்சாலைகள் பயன்படுத்தும் தண்ணீர் என்றால், அவை உறிஞ்சும் தண்ணீரை மட்டும் கணக்கிடுவது முறையற்றது. தொழிற்சாலைகள் அனைத்தும் தண்ணீரை மாசுபடுத்துகின்றன. அந்தத் தண்ணீரை ஆறு, குளம், வாய்க்கால், ஏரி, குட்டை, கடல் என்று பார்க்கும் இடமெல்லாம் திறந்துவிட்டு “பொதுச் சேவை” செய்து கொண்டிருக்கின்றன..

சராசரியாக வெளியேற்றப்படும் ஒவ்வொரு லிட்டர் மாசுபட்ட தண்ணீருக்கு பதிலாகவும் 5-8 லிட்டர் மாசுபடாத தண்ணீர் பயன்படுத்தப்படுகிறது. இதன்படி நாட்டில் பயன்படுத்தப்படும் மொத்த தண்ணீரின் அளவில் 35-40 சதவீதம் தொழிற்சாலைகள் பயன்படுத்துவதாகவே இருக்கும். ஆனால் இதை மறைத்துவிட்டு மக்கள் பயன்படுத்துவது அதிகம், விவசாயம் பயன்படுத்துவது அதைவிட அதிகம் என்று பலரும் பட்டியல் இட்டுக் கொண்டிருக்கிறார்கள்.

தொழிற்சாலைகளுக்கும் சரி, தனிநபர்களுக்கும் சரி தண்ணீரை உரிய முறையில் சரியாகப் பயன்படுத்துவதை உறுதி செய்ய அரசு விதிமுறைகள் கடுமையாக இருக்க வேண்டும். முதலாவதாக, தண்ணீர் பயன்பாட்டுக் கொள்கை என்பது பொது சுகாதாரம், தண்ணீர் கிடைக்கும்தன்மை சார்ந்தது. இரண்டாவதாக, திறன்மிக்க வகையில் தண்ணீரை பயன்படுத்தும் தொழிற்சாலை, மக்களை ஊக்குவிக்க அரசு முன்வர வேண்டும். தொழிற்சாலைகள் பெறும் தண்ணீரின் அளவுக்கு ஏற்பவும், லாபத்தில் ஒரு பங்கையும் கட்டணமாகச் செலுத்த வேண்டும். அப்படியில்லாமல், மக்களின் வரிப்பணத்தை வாரி தனியார் முதலாளிகளுக்குத் தருவதை எந்தச் சமூகமும் எதிர்த்தே நிற்கும்.

தண்ணீர் உரிமைகளுக்காக போராடுவதுடன், தனிநபராக தண்ணீரை சேகரிப்பதில் நாம் நிறைய பங்காற்ற முடியும்.

- ஒவ்வொரு மாதத்துக்கான தண்ணீர் கட்டணத்தை பரிசோதனை செய்யுங்கள். குடிநீர் மீட்டர் சரியாக இயங்குகிறதா என்பதை பரிசோதியுங்கள்.

- நீங்கள் நல்ல தண்ணீரை வாட்டர் டேங்கில் ஏற்றுபவராக இருந்தால் எத்தனை முறை மோட்டார் போட்டீர்கள் என்றும், லாரி மூலம் தண்ணீர் வரவழைப்பவர் என்றால் எத்தனை டேங்க் என்றும் கணக்கெடுங்கள்.

- குடிநீரையும் காசு கொடுத்து வாங்குகிறீர்களா? அதற்கு ஆகும் கட்டணத்தை கணக்கிடுங்கள்.

இவற்றை எல்லாம் செய்த பிறகு, எப்படி தண்ணீரை குறைவாகப் பயன்படுத்த முடியும் என்று திட்டமிட்டு செயலாற்றுங்கள்.

- பல் விளக்கும் போது கப்பில் எடுத்து பயன்படுத்தலாம், குழாயை திறந்துவிட வேண்டாம்.

- குளிக்கும் போது வாளியில் குளியுங்கள், ஷவர் வேண்டாம்.

- பிளஷ் டாய்லெட்டில் தண்ணீரை குறைவாக பயன்படுத்தவும், அதிக தண்ணீரை சேகரிக்கும் தொட்டி வேண்டாம்.

- காய்கறிகளை சட்டியில் இட்டு கழுவுங்கள், அப்படியே கழுவ வேண்டாம்.

- நடைபாதை, படி, வண்டி ஓடுபாதைகளை விளக்குமாறால் கூட்டுங்கள். தண்ணீரால் கழுவ வேண்டாம்.

- செடிகளுக்கு தண்ணீர் ஊற்ற, வாகனங்களைக் கழுவ வாளியை பயன்படுத்துங்கள், ஹோஸ் பைப் வேண்டாம்.

Petroleum product cost  infects all other product costs. First of all we have to remove all (ALL) taxes for petroleum products.We can get alternate tax income by executing below tips.

Here are some tips to get more income.

• 7. First of all Stop waiving Bank Loans & Interests. (For all farmers, They are not beggars to waive fully. Just reduce the % of interest & encourage loan repay)
• 6. Increase prices for Alcohol Drinks, Ciger, Pan, Kutka products (Foolish addicts will buy it anyway).
• 5. Migrate Indian Railway from Petroleum Energy source to Electric. (Railway uses huge amount of Petro products)
• 4. Encourage Ethnal mixed petrol. (Find more ethnal sources inside india.)
• 3. STOP all free plans(Free Television) from cheap politicians (Dont be a politician, Think as an economist.)
• 2. Encourage Sales Tax & Income Tax payments.. Make awareness. We really need friendly policies instead of strict rules. Announce “Pay Tax & Import Products in less import excise”. Then business man will start paying tax with free of mind, as he will be going to import products in lesser cost, which will bring him more profit.
• 1. We need not to let our money in swiss banks and gardens in the name of Black Money. Here is a GREAT plan to get all of them.

  Create a Plan called “Green India InfraStructure Fund“.  Use the money for “River Joining”, “Energy Production”,”Roads” & all other infrastructure improvements. Invite investors with attractive offers like,
  “No Income tax examinations for their Investments”. (Dont ask how they get this money)
  “Allow Binami(Fake Name or Substitute Person) Investments”. (No problem about name, We need money)
  “Set a very higher limit for minimum investment” (We target black money, No medium class people)
  “People will wake up their sleeping money, Invest in our plan and earn money“.
  We need Indian money back to India.

If you can execute anyone of above idea sincerely, Then you can reduce 10-15% petroleum product cost in coming months.

Come on India,  We are in a race. We dont need speed brakers.

India is in a big economic fall right now. Production cost of all materials are 20-45% higher than last couple of years. US takes strict actions to resolve its economical problems. India have to learn lessons from US’s Economic policies. We dont need Atom Agreement now. We need to feed poor people & stop falls in industrial productions.

Announcing everything FREE is a cheap policy, which will make just lazy asses but nothing.

You have to choose who will move his ass for your regional people. He may be from opposite party, But still you can vote him if he really cares for your region.
